Challenge
Governments and humanitarian agencies are increasingly using cash transfers to deliver assistance to vulnerable populations. However, many cash assistance programs disburse funds through cash, checks, or pre-paid cards, thereby missing an opportunity to drive financial inclusion with account-based payments.
Solution
To seize on opportunities to accelerate financial inclusion through government and humanitarian payments, Maltseven assessed the national payment systems and cash transfer landscapes in Jordan and Lebanon. These two countries play a central role in the global migrant crisis and have massive cash and voucher programs. Findings from the assessment led to policy recommendations to strengthen the link between cash assistance programs and financial inclusion – not only in Jordan and Lebanon but also globally. The assessment also supported efforts to enhance the efficiency and effectiveness of cash delivery.
